Commissioners Dining on your Dime


EOD had some time yesterday to begin reviewing about 15 months of Dare County Commissioner and County Manager travel records which were obtained following a public records request.  So far, it has been disappointing to find the manner in which these records are maintained by the county.

As far as we can tell the commissioner's office has no well laid out filing arrangement for the records. EOD talked with the clerk and deputy clerk to the board. The clerk told us she kept a copy of any monthly travel reports she or the deputy clerk received. Those reports represent out-of-pocket expenses claimed for reimbursement by the commissioners. In some instances we found that the clerks signed the commissioners' name to the forms before handing them over to finance for payment. They kept no record of credit card expenditures make by the commissioners.

During the 15 month period, beginning July 1, 2009 until September 30, 2010, the commissioners used county issued Visa and American Express credit cards in incurring expenses. Copies of those expenditures are maintained in the county manager's office, where the manager's administrative assistant was constantly having to contact the commissioners for copies of receipts to match the monthly bills.

Copies of expenses from both offices eventually ended up in the county finance office for payment. However, there is no indication the two sets of records were ever teamed into one file and kept in the commissioner's office. In EOD's opinion this should be done and each commissioner should have a complete folder of expenses, easily obtainable and easily readable. Again, this does not seem to be the case.

It appears the finance office does the best it can to appropriate the expense charges to individually assigned commissioner accounts within the general fund budget.

At this point, EOD is simply reading through the mass of papers turned over by the county.  And, it is fair to say we are shocked by what we are finding.

As a preface to further comment, we will point out that about 5 years ago, in lieu of requiring monthly expense reports for in-county expenditures (travel, etc.), the commissioners decided to award themselves a flat amount ($3600 per year for commissioners/$4800 per year for chairman) and not require monthly reporting. In addition, they allocated $30,000 per year for the entire board for out-of-county travel. That amount has been dropped to $24,000 for the current fiscal year.

For starters, county residents might find it comforting to know that after the June 21st board meeting where this year's austere budget and tax increase was passed, that the board found enough money to treat themselves to a $170.23 evening meal at The Dunes Restaurant after the meeting adjourned.  And before you get too upset, EOD will say that was $4.00 cheaper than the $174.64 they spent eating at the Fisherman's Wharf on the day of the June 7th meeting.

A point of interest that is worth mentioning is, if there was a quorum at those dinners, it could have been an illegal meeting. And, if it was a social event, then it wasn't county business and should not have been charged to the cards. Furthermore, their $300/$400 per month stipend should have amply paid for their individual meals. Dining out, after the bimonthly meetings, seems to be a common occurrence by the board, with the meal charges being put on the county manager's credit card. More on this later.

When EOD got to the $468.31 per night, per commissioner hotel rooms in Washington, DC, along with the fine dinners at Ruth's Chris steakhouse, we had to stop and rest. There's more, and as we have said, if this board is pleading hard times with the county budget, why on earth don't they feel it when they are spending our money.

I find this as no surprise. Any reason they could not find accommodations in No Va where room rates run 89 to 139 per nite before govt discount?

I always wanted to take my wife to Ruth Chris steakhouse, but she said it was too expensive and that money should be put elsewhere (especially in this difficult economic time). Do you think I should tell her that we helped pay for our county commissioners night out in Washington DC on our taxpayer monies?

I am sure all of those out-of- towner pro orv people who are so worried about the economic condition of HI (not really, they just want unrestricted orv access) will be demanding accountability from the Dare County BOCs rite?

Just maybe the Dare County BOCs could have eaten at Applebees and stayed at the Holiday Inn Express like the rest of us and then they would have been able to scrape up some funds for the health services in HI, yes?

Great job Dare County Commissioners, keep up the good work for unrestricted orv access!

Thanksgiving will soon be upon us, be sure to be thankful for the taxpayers of Dare County for paying for your foolish adventures in the name of beach access.

p.s. Thanks for the information Ray. We certainly do not see this type of information posted on other local issues message boards do we? They want to spend their time making useless personal attacks. Sorry (not really) I just could not resist the urge!

If anonymous wants to bring blame the 'ORV' issue, they should get their facts straight. The issue has never been unrestricted access but instead is about reasonably restricted access for not only ORVs but also for pedestrians who are also blocked from the same areas. More than a mile of beach closed for one bird isn't based on science and the removal of humans has added to the problem of four legged predators who stayed away with human activity but now are having a feast.

The topic is spending taxpayers money and the misspent dollars have nothing to do with what the purpose of the trips were. The expenses can't be justified no matter what the reason for the hotel bills.

Lobby for open beach access and as long as this was the excuse given it is in FACT part of the issue.

FACT: The Dare County BOCs had no business spending my tax dollers to set up a useless web site, hiring lawyers, putting bumper stickers on county vehicles and GOING TO WASH DC on my dime to promote "reasonable" (lol) orv beach access.

Get the FACTS and post the total dollars of all this waste and let me know if it was enough to keep one of the health care facilities open on HI.

This thread is all about waste and fraud isn't it?

So you think it is okay to spend 468 per night for hotel rooms as long as it is for another purpose?

I don't think that that amount is defensible regardless of the issue being lobbied for.

I'm not surprised that the accounting records are in such disarray. There is no better way to scam on travel expenses then to make it extremely difficult to understand the records. Also, having the clerk sign the reports is also a great "out" allowing them to claim "I didn't know". Like Johnson's wife being the scapegoat.
Our BOC's have had a long running love affair with Ruth's Chris steak house in DC. But if I could spend county funds for trips to DC I could show them some really good 5 star restaurants there. They would make Ruth's Chris' seem like Burger King.
When I go to DC I stay in Crystal City and take the Metro to downtown DC. That would be too pedestrian for our royalty.
Keep digging EOD. Our windows are now closed for the winter so the stink of what you find won't be as bad.

So while the rank and file of county employees must share a hotel room when at training out of town, the commissioners all get their own hotel room? I suppose it's easier for their wives to go with them this way, I wonder if this was the same year they prohibited all out of country travel due to budget issues?

How much does the county give their employees for travel “per diem”?

I'm glad to see that the rules only apply to some people.

It is easy to see why Chairman Warren Judge and the rest of the board ignored EOD's request to have an impartial audit done of their travel records. And, it's very hard to imagine how they can spend so freely at the same time they are cutting employee benefits under the guise of saving to meet a difficult budget.

I worked for federal gov and in DC and I handled a lot of travel arrangements. We were required to abide by the gov per deim rates. Also most hotels even the most expensive ones offered special gov rates.

Stealing from a "Tale of Two Cities", "It was the best of times, it was the worst of times". And you know the rest.....

I am pro ORV and the only people talking about "unrestricted access" are the anti-ORV. There should be and has been resource protections. The problem is that they "resource protection" closures are far too big and no attempt to provide alternative access is even considered. This is a problem and consistently closes the most popular destinations for the most of the "prime" tourist season.

FACT: The "anti-recreation" closures have negatively affected the economy of Hatteras Island.

I agree though, that "living large" on county dime is not acceptable in these tough times. These Dare county employee's need to be held accountable. It is a real shame that these issues are negatively affecting the "access" issues.

Ray, I don't agree with your stance on ORV issues but your persistence in keeping an eye on Dare's best interests is commendable.

Excuse me, but FORGET the dang ORV/Access issue, already! Sheesh. Way to cloud the issue here, thanks. (not)

Plain and simple, the BOC is living large on our dime, no matter what/when/why/how/where/who.

Do they deserve a few perks for taking calls all hours of the night? Yes.

Do they deserve a meeting once or twice a quarter at taxpayers' expense (at a reasonably-priced restaurant/venue)? Yes.

Do they need to be compensated for the time they drive here and there to do stuff for the County? Yes.

All yes, yes, yes to all reasonable time/effort/pocket money they put out to supposedly HELP the constituents of Dare County live OK/well.

But when they blatantly go over the line and then give some total BS, lame-butt excuse for it???

Then they need to GO.

We don't have County Commissioners, we have ROCKSTARS! They're a gluttonous bunch of hypocrites abusing taxpayer dollars and abusing the power which has been entrusted to them and they have no one to answer to for their actions.
